Processing of More Than 25 Lakh LRS Applications to Commence This Week in Telangana

Hyderabad: Processing of over 25 lakh Layout Regularisation Scheme (LRS) applications will begin this week across all Urban Local Bodies (ULBs), Urban Development Authorities (UDAs), and gram panchayats in Telangana. The state government has received a total of 25,70,706 applications.
Among these, 3.58 lakh are from HMDA limits, 1.06 lakh from GHMC limits, more than 13 lakh from municipal corporations and municipalities, 1.35 lakh from UDAs, and six lakh from gram panchayats. Approved applications will enable landowners to obtain building permissions, secure bank loans, and sell their properties.
Currently, around 4,28,000 applications have been processed. Of these, 22,941 have been rejected, 2,21,983 are marked as having shortfalls, and 60,213 have been approved, generating Rs 96.83 crore for the state. The LRS process will be conducted entirely online to ensure transparency and efficiency.
District collectors will oversee application processing, except in GHMC and HMDA areas, where commissioners will manage progress with support from district collectors as needed.
A special drive starting in the first week of August aims to complete field verification within three months. Awareness programs will be held at district, mandal, and municipal levels, and help desks will be set up at collector, ULB, and UDA offices.
The regularisation process includes three levels of scrutiny for plot regularisation and four levels for layout regularisation. A transparent online tool developed by the Centre for Good Governance (CGG) will facilitate the LRS process, incorporating procedures from both the Irrigation and Revenue departments to prevent the regularisation of plots in water bodies or government lands.
The CGG has already filtered prohibitory property data from the Integrated Grievance Redressal System (IGRS) and Dharani, cross-referencing it with LRS application survey numbers.
Multidisciplinary teams, including revenue inspectors, Irrigation Assistant Engineers, and town planning supervisors, will conduct field verification for applications related to objectionable lands and restricted categories. Following verification, applications will undergo additional scrutiny before final approval or rejection.
For layout applications, verification will be handled by additional collectors (local bodies) in districts, city planners, and directors of planning in GHMC and HMDA, with final approvals granted by the HMDA or GHMC commissioner, or district collectors based on the area.
Each application cluster will be assigned a unique number based on survey number and village for efficient processing and inquiries. Applications involving prohibitory properties will receive auto-generated shortfall letters, prompting applicants to resubmit with additional documents. Resubmitted applications will undergo further scrutiny.
