Technical Program Manager, Production Operations - Project Kuiper
DESCRIPTION:
Project Kuiper aims to enhance global broadband access with a constellation of 3,236 satellites in low Earth orbit (LEO). The mission is to deliver fast, affordable broadband to underserved and unserved communities worldwide, bridging the digital divide for consumers, businesses, government agencies, and other organizations lacking reliable connectivity.
This role involves program management for planning, manufacturing, integration, and testing of production value streams. It is a technical role requiring expertise in both hardware and software integration and a solid understanding of complex applications and manufacturing systems. Key attributes include a bias for action, ownership, high standards, stakeholder management, innovation, clarity in ambiguity, and effective collaboration across different teams.
Export Control Requirement: Due to export control laws, candidates must be U.S. citizens or nationals, U.S. permanent residents (Green Card holders), or lawfully admitted into the U.S. as a refugee or granted asylum.
Key Responsibilities:
- Oversee the production roadmap for value streams involved in sourcing, building, testing, and integrating satellites.
- Coordinate daily execution across supply chain, planning, fulfillment, and production teams.
- Represent the production roadmap for line replaceable units (LRUs), assessing technical trades related to innovation, speed, manufacturability, cost, stability, and trust.
- Translate strategic goals into actionable plans for specific projects and operations.
- Manage dependencies between projects, synchronize milestones, identify constraints, and resolve issues to ensure roadmap delivery.
- Develop tools and processes to enhance operational excellence across the production value stream.
- Establish operational rhythms for production teams.
- Identify risks in manufacturing processes and develop mitigation and recovery plans.
- Execute strategic plans for production rate ramp-ups.
- Collaborate with business teams on scalable and standardized approaches to meet demand and support growth.
- Drive executive communication and provide insights into activities, accomplishments, challenges, and risks to senior leadership.
- Measure, analyze, and improve KPIs across operations.
- Work with software and analytics teams to create reporting tools that support operational rhythms.
- Analyze production data to identify trends and improvement opportunities.
- Drive year-over-year optimization in manufacturing and sourcing.
- Provide feedback to tech teams on cost-inefficient or scaling-detrimental approaches.
- Advise senior managers on technology and execution decisions.
- Unblock production teams to accelerate delivery and negotiate resources and priorities across stakeholders.
- Ensure effective communication of changes and improvements across the organization.
- Perform internal audits to assess adherence to procedures and standards.

This role involves extensive collaboration with cross-functional production stakeholders to achieve positive results. The role requires advocating for both internal and external customers, balancing strategic planning with hands-on oversight of project execution. Daily tasks include interacting with production teams and value stream owners, handling strategic planning, and overseeing project execution. Strong communication and leadership skills are essential for motivating and coordinating teams towards project goals, ensuring quality, efficiency, and adherence to timelines.
About the Team:
Project Kuiper focuses on deploying a constellation of Low Earth Orbit satellites to provide high-speed broadband connectivity to underserved communities. As a Senior Technical Program Manager, you will work with all Kuiper teams, including hardware, software, supply chain, manufacturing, launch, facilities, finance, compliance, and HR.
BASIC QUALIFICATIONS:
- 3+ years of technical product or program management experience
- 3+ years of project management experience, including scope, schedule, budget, quality, risk, and critical path management
- Experience managing programs across cross-functional teams, building processes, and coordinating release schedules
- Experience developing and executing technical roadmaps
PREFERRED QUALIFICATIONS:
- 5+ years of experience working directly with engineering teams
- Bachelor's degree in engineering, computer science, or a related field
- Green Belt certification

Compensation varies by geographic market and includes a base pay ranging from $114,500/year to $197,800/year, depending on location and experience.
