Presenting a White Paper on the 'Excise Policy' in the State Legislative Assembly, Naidu criticized the regime from 2019 to 2024 as a case study in mismanagement, citing adverse effects on public health, rampant black marketing, and disruption of governance systems.
He accused the previous administration of prioritizing personal gain over state welfare, exemplifying what happens when governance is led by those with criminal inclinations. Naidu described the excise policy as a deceitful scheme that failed to deliver on promises of reducing liquor outlets and controlling sales, instead exacerbating crime and illicit activities.
Highlighting statistics from the Special Enforcement Bureau (SEB), Naidu underscored alarming increases in illegal activities, including a significant rise in cases, arrests, and smuggling of liquor. He pointed out widespread illicit liquor distillation and the unchecked inflow of non-duty paid liquor, contributing to a surge in crime and health issues.
Contrary to claims of reduced alcohol consumption, Naidu noted an increase in per capita consumption over the years, criticizing the inadequate enforcement of regulations. Looking forward, he pledged to implement transparent procurement policies, review shop regulations, and launch comprehensive campaigns against illicit substances.
Additionally, Naidu announced an upcoming white paper on the state's law and order situation between 2019 and 2024, addressing recent political tensions.
